About Us - Community Impact Programs, Inc.
Community Impact Programs (CIP) is a not-for-profit agency that was incorporated in February, 1976. The purpose of the agency is to provide high quality mental health and alcohol and other drug abuse (AODA) programs to families and individuals.
Currently, Community Impact Programs operates in Kenosha, Racine, Milwaukee, Sheboygan, Waukesha and Jefferson Counties, and employs approximately 45 full and part time employees.
CIP received its first contract from the State of Wisconsin to provide alcohol and other drug abuse services to adolescents. In the late 1970’s and early 1980’s, Community Impact Programs was instrumental in helping the Kenosha Unified School District establish alcohol and other drug abuse programming for young people. Community Impact Programs branched out into mental health services when it became obvious that many of the young persons in our AODA programs, in fact, had a dual disability.
Since it's inception, Community Impact Programs has developed and implemented innovative programming that is individually tailored to meet the disparate needs of the communities in which the agency works. Programming includes, but is not limited to:

- Delinquency Prevention/Intervention
- Truancy Prevention/Intervention
- Gang Prevention
- Drug and Alcohol Abuse Awareness/Prevention
- Foster Home Recruitment and Training
- Treatment Foster Care
- Supervised Visitation
- Independent Investigations of Child Abuse and Neglect
Community Impact Programs is proud of its achievements and has been recognized for its innovative programming.
- The TIME Program, a self contained, alternative school to meet the needs of adjudicated, emotionally disturbed and other high risk youth, was recognized as a model program by the Wisconsin Department of Public Instruction. The TIME Program also received the National Governor’s Association Award for Innovative Programs, and the program was part of a network of services that received an award from the American Public Welfare Association for Innovative Community Based Programs.
- The Bridges Program provides education and structured support to young people that have been expelled from the school district. This program utilizes a number of resources, progressing students back into the conventional school environment. This program was featured on the Reclaiming Youth at Risk training video as a model program using the Circle of Courage.
- Comprehensive Day Treatment Services (CDTS) is a program which provides daily contact with identified “at risk” youth utilizing a holistic approach to prevention and intervention by involving school, families, and structured activities. CDTS was also part of the network of services that received an award from the American Public Welfare Association for Innovative Community Based Programs.
Community Impact Programs is an important part of the continuum of care for young people and their families in the counties in which it operates.
Community Impact Programs’ operational goals are:
- To provide high quality and cost effective services to help remediate delinquent youth.
- To provide high quality and cost effective services to families and individuals suffering from alcohol and other drug abuse.
- To provide effective recruitment and thorough licensing studies for the Kenosha County Department of Human Services in the area of foster care and home day care.
- To provide high quality and cost effective mental health services to individuals and their families.
- To support the student assistance programs in the Kenosha Unified School District.
- To network and cooperate with other community agencies in order to provide effective care for Learnfare eligible children.
- To widen the spectrum of prevention efforts in Kenosha, Racine and Milwaukee Counties by supporting treatment efforts of Community Impact Programs and other agencies.
